The Administration Department is responsible for the day-to-day running of the library, taking care of relations with staff and support personnel; fiscal, accounting and budgetary operations; security; building maintenance and construction; computer and information services; and printing and reproduction services.
In terms of its administrative structure, the LTWA has a governing body of nine members, three of whom represent the Government of India. The remaining six are appointed by His Holiness the Dalai Lama. This board directs policy, oversees all major projects and departments, and provides advice and guidance for future library initiatives. The library's nine departments operate under the direction of the governing body. The LTWA also has a three-member executive committee, which oversees the developmental works of the institution.
The library operates as an autonomous body under the direct supervision of His Holiness the Dalai Lama. It is registered with the Government of India under the Registration of Societies Act of 1860, and since 1991 has been recognized by Himachal Pradesh University as a Centre for Tibetan Studies. In 1996, the Tibetan Parliament-in-Exile accorded the LTWA the status of National Library, Archive and Museum.
